All-Hazard Tactical Incident Management Teams

TAHIMT Hierarchy

What is AHTIMT?

A AHTIMT is a comprehensive resource (a team) to either enhance ongoing operations through provision of infrastructure support, or when requested, transition to an incident management function to include all components/functions of a Command and General Staff. An AHTIMT:

  • Includes command and general staff members and support personnel.
  • Has statutory authority and/or formal response requirements and responsibilities.
  • Has pre-designated roles and responsibilities for members (identified and able to be contacted for deployment).
  • Is available 24/7/365.

AHTIMT timeline for response and operations

  • Incident Occurs
  • 0 - 15 Minutes (Local IMT)
  • 0  - 30 Minutes (Type 3 IMT)
  • 30 + Minutes (Type 2 or 1 IMT)

Upon arrival, the AHTIMT’s Incident Commander (IC) meets with the local IC and the Agency Administrator (Police and/or Fire Chiefs, Sheriff, SWAT, FBI or ATF) to determine what they expect from the AHTIMT, and to obtain any necessary delegation of authority. The incoming IC then briefs the rest of the incoming AHTIMT about their role. The AHTIMT integrates as requested into the current Incident Command System (ICS) structure.

When are AHTIMTs used?

Typical incidents where AHTIMTs are used include:

  • Coordination of on-scene operations.
  • Natural disasters, e.g., hurricanes, floods, tornadoes, etc.
  • Active Shooter
  • Public health emergency.
  • Terrorist incidents.
  • Large/complex accidents.

What are Type 3 AHTIMTs?

A Type 3 AHTIMT is a multi-agency/multi-jurisdictional team used for extended incidents. It is formed and managed at the local or state level and includes a designated team of trained personnel from different departments, organizations, agencies and jurisdictions.

Type 3 AHIMTs are deployed as a team of 10-20 trained personnel, representing multiple disciplines who manage major and/or complex incidents requiring a significant number of local and state sources. They manage incidents that extend into multiple operational periods and require a written Incident Action Plan. A Type 3 AHIMT may initially manage more complex incidents that later transition to a national level AHTIMT.
